Which stakeholders and domains are involved in and affected by this issue? What are their positions and why, what are the central conflicts and the areas of common ground? What policy context is the issue being discussed in (local, state, national, international, judicial, bureaucratic, legislative) and how will that context affect what is and is not possible?
